Brewers’ tactic is called a hailstorm campaign. Most often, spammers use this tactic to make money through some form of affiliate marketing.

The malicious actor’s actions were very disruptive to Canadian citizens. As a result, the CRTC made an example out of Brewer. They wanted the public to know that people are just as accountable as businesses for respecting people’s privacy.

Ultimately, CRTC investigators discovered that Brewer sent millions of emails to successfully reach 670,000 Canadian citizens.

This tactic seems like a good idea. However, it has a few drawbacks.
